Salem Housing Authority's mission is to assist low- and moderate-income families to achieve self-sufficiency through stable housing, economic opportunity, community investment, and coordination with social service providers.

Established in 1969 under provisions of Oregon state law, Salem Housing Authority serves approximately 9,000 Salem area residents within Salem's Urban Growth Boundary with safe and affordable rental housing assistance.

Salem Housing Authority is committed to building a stronger community through public housing, housing choice vouchers, affordable housing, and supportive services. We serve families, individuals, people with disabilities, and senior citizens.

FREE Programs

VIDA Program:  Would you like to save for a house? Business? Education? Vehicle? This program will match $3 to every $1 you save. Contact Sonya Ryland at 503-588-6460 for more information and to sign up 

Ready to Rent: Do you have evictions? Low credit score? Poor rental references? This program will assist you in learning how to be a successful tenant. All participants who complete all 12 hours of classroom time will receive a certificate of completion. Many landlords will take this certificate in lieu of negative history or low credit and provide second chance housing. SHA’s Homeless Rental Assistance Program (HRAP) is Salem’s Housing First Initiative to permanently house the most vulnerable 100 chronically homeless individuals in the City of Salem. The program consists of providing rental assistance, barrier removal funding, facilitation of access to crucial services, peer support and intensive case management.

Additionally, SHA has committed 100 Housing Choice Vouchers to graduates of the HRAP program to ensure their long-term housing stability and self-sufficiency.

Launched in July 2017, HRAP is a City-funded program administered and operated by SHA in collaboration with ARCHES.  Various sectors are critically important to the success of the program, including health/mental health care providers, law enforcement, courts, homeless service providers and other social service providers.

All referrals go through ARCHES for assessment prior to being referred to SHA. Please call ARCHES at 503-399-9080 to schedule an appointment.
