MISSION STATEMENT

Our mission is to provide community information through television and to teach people how to make their own television messages.

All people in a democracy have the right and responsibility to take part in the decisions that affect them and their communities. Freedom of speech is vital to a healthy democracy and is guaranteed in the First Amendment. CC:TV provides the community with the opportunity for political, cultural, artistic, spiritual, and individual expression on television.

FUNDING SOURCES

CC:TV is funded by the City of Salem and Marion County from Franchise Fees paid by Comcast.

Cable companies, like utilities, use the public-rights-of-way to lay cable to provide services and pay for use of these rights-of-way. CC:TV receives a portion of what Comcast pays to local governments to manage community channels 21, 22 and 23.

All residents and non-profits that are within the city limits of Salem and unincorporated Marion County, within the footprint of the cable company, are eligible for CC:TV's services.

Individuals living outside CC:TV’s service area are eligible to use CC:TV’s equipment and channels for an annual fee of $150.

SERVICES

CC:TV provides:

  • Community Billboard for individuals and non-profit organizations to publicize meetings and events.
  • Live coverage of Salem City Council and Marion County Commissioners' meetings.
  • Live coverage of Salem-Keizer School Board meetings.
  • Live coverage of Salem-Keizer Transit Meetings
  • Coverage of Salem-Keizer Schools sports and music programs.
  • Classes in Camera, Editing and Studio production.
  • Equipment and facilities for certified producers.
  • Channels 21, 22 and 23 to air television messages. 

 

STEP 1: Attend an Orientation

Attending CC:TV's Orientation is the first step for any member of the community wishing to learn more about CC:TV's services. Orientation generally lasts 60-90 minutes.

Eligibility to use CC:TV is directly related to how we’re funded. Only residents of the City of Salem or unincorporated Marion County – our two funding agencies – are eligible to use CC:TV at no cost. Individuals living outside CC:TV’s service area are eligible to use CC:TV’s equipment and channels for an annual fee of $150.

Orientation takes place:

  • the first Tuesday of every month
  • at 575 Trade Street here in Salem, Oregon
  • at 3:30 PM OR at 6:30 PM

STEP 2: Take Classes

CC:TV’s equipment is available to people who have earned certification by taking our classes. Workshops are scheduled each month for camera, audio, editing and studio equipment.  

You are required only to take classes for the equipment you intend to use (i.e. camera class if you intend to use CC:TV’s camera equipment. Camera class and editing class if you intend to edit at CCTV as well). If you do not plan to use any of CC:TV’s equipment or facilities to create your program, you are required only to take Orientation.

STEP 3: Provide Proof of Salem Residency

Before using CC:TV’s equipment and/or facilities, you will be required to submit proof of Salem residency (utility bill, lease agreement, motor vehicle insurance, etc.) and a copy of your photo ID. This information is kept secure and confidential.

STEP 4: Make Your Show!

Check out cameras, reserve the studio or an editing room, and make your show! CC:TV staff is here to help you overcome technical obstacles without regard to the content of your show. When your program is complete, you’re ready to fill out a program contract to get your show on the channels!
